Derby Pace of race

One never knows what a colt can do unless it is pushed. Look at the Por of these colts. Doesn't ONE stand out?

Why is BB's ranking in the PORSC lower, even though the time is faster? I've seen this for sometime and could never understand how that ranking was figured.
