Ray - the problem is solved!

You sent me the above image file for BEL Race 6, which you named bel=6.jpg. Don't use the = character in file names. When I changed the file name to bel-6.jpg it uploaded normally.

Using the = character in file names of attachments you upload produces the error message you reported: "you don't have permission to access /forums/newattachment.php on this server". It is possible other characters also produce this error.
