8.3 Fixed - Pace and Cap

Hi Ted

yesterday race 3 from Philadelphia
I ran the race in RDSS then saved the file as a RAC.
I have RDSS in two computers. One I have not updated
yet the other I have

here are three screens of the race without the update
The 8.3 distance is messing up the readouts
