It means to start absorbing information from the left side of the page and to pay attention to all the information BEFORE you get to the time and positioning information.

Things like:

Date of last race and days away, successful distances, surface and track conditions, the race fractions (noting at what race fractions the horse has been successful negotiating), the class of race, the break position which is normal for the horse (not just the last race), then compare each horse's break position in today's field - get a feel for who is likely to lead, press, etc., note whether the horse fought for the lead at any call (and which call), determine if the horse needs an open lead at any point in the race (can he get it today).

Then when you understand what makes each horse comfortable, make your best assessment of how today's field is going to shape up. Note the call positions from which the horse has run when winning or coming close to winning. If too many occupy the same spot, someone is going to be uncomfortable, then look for those that are still competitive today that run from farther back. Understand the distribution of running styles in today's race - who has to lead and how many are there, who can press and from where, who closes and at what time.

You are looking for horses that can pass the test at each call for the pace you project for today's race.

Probably missed a few points, you get the point.
