I believe Huey Mahl's articles on this are somewhere in the first 5 Follow Up issues. It was a series which ran over a few issues - I'll try to locate the exact ones.

Thanks for the Mahl reference. I downloaded the first five follow-up issues. His series explains how to calculate the two win bets so that that payout is the same regardless of which horse wins. He also teaches how to use the Kelly method to manage a bankroll. This advice is for folks who win at 70% or better.

There is a related article in follow-up 3 by Dick Mitchell on place and show betting. In it he shows the extremely high in the money rates of low odds horses. He advises not to make a show bet at higher than 5 to 2. Given that Sartin advises not to make a win wager at less than 5-2, there may be good evidence here not to pass the race instead looking at the other two pools. Mitchell includes a nice full page probability chart to aid the betting decision.

An added bonus of the place and show pools is that you have the chance of cashing both halfs of the bet, of course at lower payouts.
