As I understand this concept extra energy expended or reserved in the 1st fraction results in its doubling in the final fraction, not final time. I believe this can be validated by considering the value of a 5th of a second in the first fraction when the horses are fresh from the gate and traveling at their maximum speed, something usually around 60 fps. Late in the race during the 3rd fraction all but the deepest closers will be traveling 52 to 53 fps. However, the reserved energy allows them to maintain a more gradual deceleration whereas the Early horses are usually falling off the cliff! The net is a final time adjustment about equal to the energy lost or reserved in the first fraction!
