What would cause times to be missing as in the attached picture?

Thanks.

Your missing times are for splits that do not exist in a 4.5F race.

Gaps 'cause of fog or a driving snow

Terry,
Sometimes you will see gaps in the fractions if the caller couldn't see the horses. I have witnessed a few races at Mnr and other places where the pea soup was so thick you could not see a thing on the back stretch. Zero visibility.
