Horse won and paid exactly $0.00? - Pace and Cap

Hi. Today (June 15) at FL in the 7th race, #1 Otter Island won the race.
He paid $0.00. According to the notes in the charts he (is a gelding a he?) didn't DQ but ran for the purse only. I've never heard of this. It looks as though there was no betting allowed on this horse?

The horse was part of an entry and the other horse was a late scratch. All bets were refunded on the 1 entry. This is NY law and happens from time to time. It happens once or twice at Saratoga each year.

Agreed. I see this from time to time at Belmont and Aqueduct.
