The thing we all need to remember is the third segment is not the 3rd fraction
Its the 3rd fraction plus total speed which is a velocity rating of the
paceline used. Many times a early horse will have a poor 3rd segment
This is from two reasons
1. It needs to be on the lead to win, if it could not get the lead the connections may instruct the jockey to ease up at the stretch or earlier
2, Once a Early horse gets a lead It might just be going/running as fast as it need to keep the lead. A lone early can jog to easy fractions if not pressured
Therefore its final time or true speed is as slow as it needs to be
