Dan, I think your problem with inconsistent experience in those TwinSpires pages has to do with your browser automatically logging you into your TS account to view them. Tim G (Lt1) reported this same experience, and it is probably also true with anyone who has an actual TS betting account - the login details are stored in your browser cookie cache to conveniently log you in when you go those pages. In your case, since there is now some issue with login in from your Nevada location, you may thus be experiencing being kicked out.

I advised Tim (and others) to test those pages (and in so doing prove that RDSS was accessing a public, no login set of pages) by first clearing any twinspires.com cookies from the browser cache. I know you know how to do this, so I won't elaborate here. If you do that, then the browser will not know how to log you into any account, thus you will be in exactly the same position RDSS is in when it hits those same public pages (tote, ratings, etc). Thus, there will be no account you are logged into to then kick you out of. You might find this process helpful. BTW, it is what I do, as I do not have a TwinSpires account to log into - thus I never have an issue accessing them, from Canada or any other location where someone may not hold an account.
