Synergism and track records

I just posted in another thread about 3-Yr Best Times that drf used to publish. I know that Syn-2 used originally used track records, but I've seen some comments here about using track records rather than 3 Yr Best Times. Was there ever a time when PIRCO said to use 3YBT?

I'm pretty sure they did. In using the prgm awhile backI used 3 yr best times.
